The City of La Crosse acquired
the services of Paragon Associates to assist in the concept planning for
a 50-acre undeveloped property near the confluence of the Black and
Mississippi Rivers. Paragon surveyed and investigated the site to
determine its potential to provide residential, industrial, business or
recreational uses. The design elements included:

Vehicle access
-
Enhancing the view of the property from the river front.

Creating links to existing bike trails and new bikeways.
-
Preservation of a large wetland area
-
Providing favorable open public space for public use
-
Incorporating a ‘green’ parkway.

Paragon worked closely with the City of La Crosse engineering staff to
develop the master plan for the Front Street Re-development project. This multi-phased project included the Riverplace
Apartments, Grandstay
Suites, CenturyTel Headquarters, and
the initial site work for the Machine Products re-development project.
Paragon Associates provided: surveying services, including certified survey maps; ALTA surveys and as-built surveys to satisfy the
project’s financiers; and construction surveying.
This project has been a major contribution toward the re-vitalization of the
downtown area of La Crosse.

Paragon’s Landscape Architecture Department was
hired to develop a conceptual water front development along the banks of
the Black River in Onalaska, Wisconsin. Paragon surveyed and investigated the
site to determine its potential to provide residential, commercial, and
recreational uses. A few of these design elements were:

Incorporating historical significance of the region.

Developing a physical link to the riverfront for public viewing and
use.

Creating links to the riverfront with existing bike trails and new
bikeways.

Preservation of a large wetland area.
-
Providing favorable open public space for waterfront activities:
camping, 58-camper RV park, boat slips, fishing pier and boat
launch.

Island camp ground development.
